Why Candidates Should Embrace Cap-and-Dividend

Republican presidential hopefuls Tim Pawlenty and John Huntsman are running from their record on cap-and-trade. They may be right that now is not the time to give emission permits away for free. But neither of them are talking about what is a politically palatable way to reduce carbon emissions: auction emission permits and return the money to every American, or, if we must, use the money to stave off raising taxes and reduce the federal deficit.
