Maria Cantwell argues that her cap-and-dividend bill is simple, durable, and above all predictable. It creates “a predictable, slow but steady decrease in CO2 emissions while keeping consumers whole. And it doesn’t rely on trading platforms, allowances and giveaways that have been the downturn of the U.S. economy of late.” CLEAR Act Benefits a Majority in All StatesA new study shows that the Cantwell-Collins CLEAR Act would financially benefit a majority of Americans in all 50 states. The study, by University of Massachusetts economists James Boyce and Matthew Riddle, refutes a claim by a top utility CEO that CLEAR would take money from “mom in the Midwest and dividend it to Paris Hilton.” “This assertion stands reality on its head,” the economists show. In fact, under CLEAR, money would flow from high carbon users such as Paris Hilton to a majority of moms in every state. Poll Finds 75% Support for Cap & DividendIn a new poll by a top Republican pollster, nearly 75% of respondents supported a climate solution that “refunds almost all of the money it collects directly to the American people, like a tax refund.” Favoring the concept were 71% of Republicans, 85% of Democrats and 69% of independents. |
